Strategy For Human Resource Management Of Sangha Order In Phetchaburi Province

Abstract

 The objectives of this dissertation were ; (1) to study the concept and theories

theory of strategy for human resource management, (2) to analytically study general
context of human resource development as of strengths , weaknesses, opportunities, and
threats of Sangha Order in Phetchaburi province and (3) to propose strategy for human
resource management of Sangha Order in Phetchaburi province.
The research methodology was the mixed method between the quantitative
and qualitative methods. The quantitative research collected data from 341 samples who
were administrative monks in Phetchaburi province with questionnaires.The data were
analyzed by descriptive and inferential statistics.
The qualitative research collected data from 21 key informants, purposefully
selected from experts, collecting data by face-to-face interviewing. The tool used to collect
data were the structured in-depth-interview. Data were also collected from 10 participants,
purposefully selected from the experts who involved with the human resource management
to participate in the focus group discussion. Data from both steps were analyzed by
descriptive interpretation.
Findings were as follows:
1. The concept and theories for human resource management as of planning,
recruiting, developing, and maintaining were the strategies to determine the direction and
objectives of organizations according to the short, medium and long term plan appropriate
to each organization. The plan was documented specifying vision, mission, strategies for
operation to coordinate, control and to guide the operation in the same direction. The plan
was formulated by analyzing the in and outside environments to determine the situational
trends, objectives and mission of the organization. Policy, main plan and sub-main plan must
be integrated with the administration in order to the organization to achieve the objectives
effectively.

2. The present strategy context of human resource management of Sangha Order
in Phetchaburi province was that the Sangha Order applied the strategy for human
resource management that coincided with the Act of Sangha Order as well as the rules and
regulations of Sangha Order in Petchaburi Province as to develop the administrative monks
the Buddhism inheritants in the future. However, there were still problems with
inappropriate strategy for human resource management that arose from unclear vision,
inappropriate mission, unclear internal administration in the areas of planning, recruiting,
developing and maintaining.
3. The strategy for human resource management of Sangha Order in Phetchaburi
Province was to use the valuable strategy to maintain the valuable personnel for Sangha
Order. The strategy for human resource management was regarded as the important tool
and valuable prototype to prepare personnel appropriate to jobs and time and to develop
human resource for the present and the future. The strategy must be coincided with
technological changes. The following strategies should be implied:
3.1 Strategy for planning is to have discipline, punctuality and responsibility for
oneself and society, to have leadership and followership, to be able to work as a team and
solve conflicts and to set priority, to develop human resources to have capability, attitude
and experiences, suitable for working at the present position, and meanwhile would be
ready for higher position for the success of the organization.
3.2 Strategy for recruiting is to selecting human resource with good knowledge
for the job. Recruitment sould be done by the virtual rules of Dhamma-Vinaya and the
national rules of laws in order to move to the qualified steps.
3.3 Strategy for developing is to change from the developing knowledge, skill
and behavior to developing attitude, motivation and characteristics in order for human
resource to search for knowledge, skill development including the changing behavior with
the changing attitude.
3.4 Strategy for maintaining is to maintain the relationship of Sangha Order that
would generate love, attachment, respect, cooperating, loyalty and success of Sangha Order
and proper position exchange appropriate to knowledge, capability and experiences.
